Tom Dillon, Senior Vice President of the United States, delivered a speech on the impacts that economic development has on the environment at the second Environment Minister’s Meeting (EMM). The meeting took place in January 2008 in Vientiane, Lao People’s Democratic Republic with the participation of environment ministers from the Greater Mekong Subregion (GMS) to review the region’s environmental progress over the past three years.
