Similar to the fan and heat sink on an old Dell laptop I have. I had a similar problem with the fan making noise at higher speeds. I could tell the fan blades were rubbing against its case and making noise. I was able to remove the three tiny screws on the silver fan shroud and remove it. I was then able to lift the fan as it was on the spindle/spindle. I used a needle with mineral oil and lubricated the hole where the shaft/spindle was inserted. After removing the needle, I could see that there was dirt in the stem stuck to the oiled needle. I poked the sticky needle a few more times, but the dirt was gone. I put the fan back in, screwed the hood back on, and reassembled the laptop. It would appear that the dirt on the shaft was enough to tilt the spindle/spindle off the axis and rub against the housing. It’s been a few years and the fan is quiet and works great.

Try removing them and do what I mentioned above. It can work. If there are no screws underneath, you may need to re-glue the hood. I can’t guarantee it will work, but I really think it might. I don’t think you have much to lose.
